What do you define as “near”? There is no hotel in central Paris which is further than a 15-25 minute walk from the Seine and no hotel anywhere in Paris which is more than a 15-25 minute Metro ride.
For example, three of the best hotels in Paris are as follows:
You can walk from the Hotel Crillon to the Seine in 5 minutes.
The Ritz to the Seine is about a 10 minute walk.
From the Hotel Geroge V to the Seine is a 6 minute walk.
NB: I also wonder what you mean by “3 or 4 star hotel” since there is an official French governmental star system and the star system used in common English parlance. They have very, very little to do with each other. I therefore assume you simply mean “top hotels.”
Thus, while it is true that the Hôtel d’Orsay is a “three star” hotel according to the French governmental system there is no comparision between it and the Crillon. Rooms at the former cost between 120 euros and 280 euros a night while the cheapest room at the Crillon will run you 720 euros and the most expensive costs more than 12,000 euros a night.
