The centre(check out the spelling) of Oxford/Luton is a long way from the centre(check the spelling again) of London/Luton

When you take the tube in from Heathrow, get off at Earls Court station. In that area are the cheapest hotel rooms. You can also bargain them down if they tell you all the cheap rooms are taken. Thanks them for their help and tell them you will check another hotel. As you start to walk out the door they will often call you back and tell you that they have found a cheaper room.
Earls Court is far enough out to be inexpensive but close enough to everything you would want to visit in London.
Not familiar with Oxford. Been there but only on a day visit. You might ask the tour bus drivers or someone at the train station. Ask several people.

Search here for both flights and hotels:
It provides search option like near a landmark etc
Also it provide searches from more than one source.
But beware … cheap hotels can be trouble some times so check reviews of the hotel your are
going to book.
Check the exact location of hotel from google maps.
